The facts are that he DID cut education and Parks/Rec if he didn't WANT to he'd have found a way. He just can't seem to think outside the box. Or maybe he is using the global recession to shrink the size of Idaho's government. Either way, the man is beginning to flounder and this statement is evidence of that.
