The old law barred anyone from using any new DNA technolgy that came out 13 or more months after they were convicted. This much overdue change is needed. No one should have his or her right cut off to prove with irrefutable evidence! DNA continues to show that prosecutors and juries can make mistakes. Now please sign this bill into law Governor Otter!
